California's Role in Determining Congress Balance of Power
Despite being predominantly a Democrat stronghold, California still has a significant number of Republican and independent voters who could potentially influence the balance of power in Congress in the upcoming November elections. The Republicans currently hold a narrow majority in the House, partly due to some California seats that switched from Democrat to Republican in 2022.
Competitive House Races in California
There are 52 House of Representative seats up for grabs in California, currently divided between 40 Democrats and 12 Republicans. Some of these seats belong to the country's most competitive districts, particularly in the Central Valley, Orange County, and the Inland Empire east of Los Angeles. Out of the 10 closest districts, Republicans currently hold seven.
District 13 Race
In District 13, incumbent Republican Rep. John Duarte is set to compete against Democrat Adam Gray in a repeat of the 2022 election. Duarte turned the district red for the first time since 1974 in a very close race. The district, located in the predominantly Hispanic, agricultural Central Valley, has a voter registration split of 41% Democrats, 30% Republicans, and 22% independent. Duarte, a fourth-generation farmer and first-time representative, has expressed concerns about inflation and the Biden administration's energy and resource policies.
District 22 Race
District 22 will see another rematch from the 2002 election, with incumbent Republican Rep. David Valadao up against Democrat Rudy Salas. This district is the state's most productive agricultural area, the San Joaquin Valley. Despite more Democrats being registered in the district than Republicans, Valadao has held the seat intermittently since 2012.
District 27 Race
In northern Los Angeles County, voters will decide the representative for the 27th District. Incumbent Republican Rep. Mike Garcia, a military veteran, is running against Democrat George Whitesides, former chief of staff of the National Aeronautics and Space Administration.
Other Competitive Districts
In addition to these, other competitive districts include District 45, where Republican Rep. Michelle Steel is running against Democrat Derek Tran, and District 47, where voters will choose between Democrat Dave Min and Republican Scott Baugh. District 3 will see incumbent Republican Rep. Kevin Kiley face off against Democrat Jessica Morse, while in District 9, incumbent Democrat Rep. Josh Harder is competing against Republican Stockton Mayor Kevin Lincoln.
