Dr Tedros, the WHO's director-general, has stated, "The WHO did not impose anything on anyone during the COVID-19 pandemic—not lockdowns, not mask mandates, not vaccine mandates.” This statement seems to contradict his earlier remarks in March 2020 where he emphasized the importance of testing, isolation, and contact tracing as the backbone of the response to the pandemic.
Interpreting the Contradictory Statements
How should we interpret these conflicting statements? Were the initial assertions, which endorsed testing, transmission, and isolation of large numbers of “positives,” meant to be ignored by governments?
