He noted that most of their partners are hesitant to discuss Russia's future, which he finds disheartening. Throughout the conflict, the US and NATO have taken actions that they had previously dismissed due to concerns over escalation, such as supplying tanks and fighter jets. The most notable escalation came when President Biden authorized Ukraine to use US weapons in attacks on Russian border regions. In the meantime, Western main battle tanks continue to appear on Russian soil. As an example, UK-supplied Ukrainian Challenger 2 tanks have been seen rolling in the Kursk region of Russia.

During a discussion with Polish Foreign Minister Radoslaw Sikorski, Kuleba made these comments. Sikorski expressed his support for Ukraine's ability to launch long-range strikes with NATO weapons. He suggested that NATO should "let Ukraine fight with whatever it has, with whatever we have delivered them, and let’s deliver them more."
